Founder & Chairman
Phil Garver has more than 35 years experience in law firm management. A veteran Legal Administrator, Phil served as Regional Vice President for the Association of Legal Administrators. For a decade prior to entering the legal profession, Phil worked in banking, heading various operations and financial departments with Fidelity Union Bancorporation (now Wells Fargo Bank). He founded The Garver Group, Inc. in 1992. He has served as an adjunct professor of Law Office Administration at Burlington County College and a Board Member of the Burlington County NJ YMCA.

Rachel Kahn is a graduate of La Salle University in Philadelphia, PA. In 1997, she joined Philip Garver as Partner at The Garver Group, Inc. During her 15+ years of legal billing experience and specialization in the ever-evolving area of electronic billing, she has helped the Garver Group grow from three attorney clients to over a hundred. She is often called upon by firms to present billing and electronic billing seminars for attorneys and educate firm members about eBilling, proper time entry and coding procedure, guideline compliance, budgeting and audit-avoidance/response. Her clients attest that these seminars result in fewer invoice audits and increased revenue, particularly on insurance defense and corporate cases.

A key player since joining the Garver Group in the early 2000’s, Cory Fedore works closely with both our clients and our staff to ensure optimal performance and satisfaction. She helps to ensure our staff has expertise in all aspects of the law firm back office operation, and provide our clients with the caliber of service they deserve.
